Gender equality is explicitly mentioned only in two of the eight MDGs, but in reality, it is an over-arching and crosscutting concern that can enhance performance on every other indicator of human development.
The goals of Gender Equality and Women’s Empowerment in the MDGs can be seen as opportunities for mainstreaming women's concerns and perspectives in development, by identifying synergies amongst the MDGs, the Beijing Platform for Action, and other international and national commitments. Also, working towards social, political and economic empowerment of disadvantaged groups of women and men in a holistic manner is important for achieving the goals.

Sexual harassment affects all women in some form or the other. Lewd remarks, an uncomfortable touch, whistles, and unwelcome looks are part of any woman’s life, so much so that it is often dismissed as normal.

High drop out: The drop out rate in primary classes has been decreasing steadily.
However it requires intensive efforts through innovative experiment
to reach the target.
Possible ways to achieve the third MDG of gender equality
and women's empowerment include visiblising women's issues
and perspectives, leveraging the gains from campaigns and movements,
learning from global successes and learnings, collaboration and networking,
as well as sharing of experience, thoughts and action. This section is
dedicated to sharing of knowledge and resources on Gender and the MDGS.
Quality bench marking is an important challenge. It can be achieved in terms
of school infrastructure, teaching learning material, curriculum,
teacher competency etc.
Reducing Gender gaps: Without addressing the gender gap with
specific category based on caste, class and religion, the UEE
will remain an unfulfilled dream.
Access to Educational Technology: The UEE goal can be achieved by
the use of technological tools like ICT, video conferencing,
web based learning, online program etc.
Governance: Here the good governance includes support of government
policy, active role of local government, effective school
administration and role of judiciary.

Multi-Stakeholder Paricipation includes active participation of
